Rethinking Digital Connectivity

This discussion paper examines the gap between mobile network coverage and meaningful internet use in Latin America. It highlights how affordability barriers and limited data usage leave millions of people under-connected despite existing infrastructure. The report also introduces the Under-Connected Population Map, a tool designed to help policymakers, researchers, and private sector actors better understand and address digital inclusion challenges across the region.

This technical note explains the methodology behind the Under-Connected Population Index (UCI). It outlines the data sources, analytical framework, and calculations used to identify populations that live within mobile broadband coverage but remain under-connected. The document provides transparency on how the index measures connectivity gaps and supports evidence-based analysis of digital inclusion across Latin America.
